American Legion Post 229 General Membership Meeting Minutes, 9 August 2018
Call to Order
The membership meeting was held at the Masonic Lunar Lodge #918, 740 Eastview Drive, Madison starting at 7pm. Meeting called to order by Commander Larry Vannoy. Prayer was given by chaplain elect Andy Caudle.
Legionnaires in attendance were Commander Larry Vannoy, 1 st Vice Commander Earl Watts, 2 nd Vice Commander Tommy Whitten, Judge Advocate Chris Brown, Chaplin Andrew Caudle, Historian Richard Blanton, Rick Jarrell, Lester Bernard, Robert Kirby, Richard Jones, Neftali Pagan, Carlos Woods, Doug Pruett, Brady Rogers, Elijah Boyd, Doug Silvernail, Ed Durst, Tim Oman, Erik Arnold, and guests Kathy Durst, Faye Casada, Gregg and Brenda Parker.
- Past Post Commander Woods presented an appreciation plaque to newspaper writer Gregg Parker for his and the Madison Record’s support to veterans and the American Legion.
Approval of Previous Minutes
- The 12 July 2018 meeting minutes were presented by Commander Vannoy, Adjutant Stacey Harring was TDY on military duty. The members present voted and approved the minutes.
- Sick and Shut in:
- Member and WWII Veteran, Warren Schmitt continues to recover from a stroke and is recovering at the Regency Rehab Center on Max Luther Drive. Andy Caudle and others have been visiting him. He is welcoming visitors.
- Past Commander, Carl Dow, remains at Tut Fann Veteran's Home in Huntsville. Andy Caudle visited him since last meeting and is welcoming visitors.
- Commander Vannoy took nominations for the open position of the Post Finance Officer. A nomination was made by Carlos Woods for member Robert Kirby. There were no other nominations. A vote was made by the members present and Robert Kirby was elected as finance officer for the remainder of the 2019 membership year. Following the vote Robert was sworn into office by Commander Vannoy.
- Commander Vannoy stated that the 2019 American Legion year has started and requests for renewals have started. Either mail check to the post or pay online with the preferred method being registering online.
- Finance Officer Leondra Kelly was absent from the meeting. Commander Vannoy stated the liability insurance bill, Madison Street Festival, and State Veteran’s Monument bills have been paid.
- State of the County/District/Region/State Report
- County Commander Carlos Woods stated he is working membership throughout the county. He has asked for a $1000 donation from our District 12 for the incoming Vietnam “Wall that Heals” coming to Huntsville in November. He is also asking for our post to donate to the wall. A vote will be taken at the next membership meeting.
- Ladies Auxiliary. Woods asked Commander Vannoy to work with our Auxiliary to get them revitalized. They are currently struggling. Vannoy and Woods to meet with the existing auxiliary leadership. Woods also asked for the members to encourage their wives to join the auxiliary.
- North Alabama Veterans Fraternal Coalition NAVFOC:
- The post didn’t attend the last meeting.
- The Wall That Heals (1-4 November)
- Andy Caudle attended the monthly meeting and stated that they are still raising funds for the event. They still need about $50K. They are also seeking about 450 volunteers for security and many other positions; their preference is veterans. For further details visit the web site: www.twth-hsv.com.
- Disabled Veterans (DAV):
- Nothing to report.
- Firefighter, Police Officer Of The Year
- Tom McKinney reported that the recipients have been selected by the Madison fire and police departments. McKinney will get with the Fire Chief and Police Chief to determine if we want to submit the winners for the Alabama American Legion competition. Mckinney made the motion and Woods seconded to allocate $200 for the awards. The members present voted and approved the allocation. McKinney will come up with a date to make the presentation.
- Monument Committee
- Chairman Tommy stated that Clark Memorial does not want to continue installing the pavers. The plan forward will probably be for us to do our own paver installations. We currently have eight to install. Witten will set up a training and installation date.
- Park Maintenance. Commander Vannoy set Sunday the 12th of August at 1 pm for a Veterans Park cleanup.
- Blue Star Banner
- Chairman Earl Watts inventoried the blue star banners. We have 230 one star, 59 two star banners and a few three and four star banners. Also we have several flags. Watts also reviewed who is eligible to receive a banner; we will post the information on the post web site.
- Madison Street Festival
- Commander Vannoy reported that the reservation has been made. The festival is on October 6 th . We will be selling Handel’s Ice Cream. Handel’s will be providing everything needed and we will be getting 20% of the profit.
- Flag Retirement
- The flag retirement ceremony is scheduled for the 22nd of September. Boy Scout Troop 201 will be running the event. David Silvernail and Bill McGahey are the post POCs to coordinate with the troop. More details to follow.
- Eagle Scout Project
- Scout Troop 201, Hunter Goffinett, has asked for post support of an Eagle Scout Project. A presentation was given at the July membership meeting for a fire pit to be used for flag retirement ceremonies. Bill McGahey has been working with Hunter to locate the fire. A motion was made by Bill McGahey and seconded by Tom McKinney to allow Hunter to move forward with the project, the members present voted in favor of the motion.
- New Post Web Site
- Commander Vannoy stated that he has been in contact with “Legion Sites” regarding setting up a new web site for the post. The current website is out of date and hard to manage. The website and hosting will be $299 for the first year and $240 each year thereafter. Earl Watts made the motion and Tommy Whitten seconded and the members present voted to expend the funds for developing the new website.
- Madison Chamber of Commerce
- Commander Vannoy discussed the post joining the Madison Chamber of Commerce stating that being a member could give the post access to many businesses in the community that we could approach for post support. The annual cost is $200. After membership discussion Commander Vannoy decided to table the proposal until he had further details on how joining would benefit the post.
Judge Advocate Chris Brown stated that after consultation with an accountant it was determined that it is in the best interest financially and paperwork wise to remain an American Legion 501C-19 no-profit organization and was not necessary to become a 501C-3 as well.

- Ball Caps
- Carlos Woods stated that he had a few Post 229 baseball caps available if members are interested.
- Books A Million Gift Wrapping Fundraiser
- Member Erik Arnold asked if the post would be interested in doing Christmas gift wrapping at Books A Million. He will bring further details to the next meeting.
